GMRS (and other) license fee to be $35

But as far as I can tell there's no date for when that takes effect. Pretty sure the process will be the same as it is currently, you just go to the FCC's website, complete the application, along with your payment info, and you're in.
Unknown how this will affect the amateur radio license process. That remains to be seen.
